Hawkins has successfully represented entities by resolving complex governance and  labor relations matters. Hawkins serves as General Counsel and Chief Negotiator for  local governments, small businesses, non profits and churches assisting with governance,  compliance, and labor and employment issues. He has successfully handled cases  involving wrongful termination, hostile work environments, and discrimination claims  under the Fair Employment and Housing Act (FEHA). 


Hawkins has advised a San Bernardino County Board Supervisor on labor negotiations,  human resource-related matters, and key public safety departments, including the  District Attorney, Public Defender, Probation, Sheriff’s Department, and Fire Department. Additionally, he has also been a policy advisor to a member of Congress  and the California State Assembly. 


Previously, Hawkins worked in the USDA Office of Civil Rights as an Equal Employment  Opportunity Specialist, conducting investigations and drafting final agency decisions for  Title VI and VII discrimination claims. He has also served as an elected official and policymaker, where he spearheaded governance reforms and fiscal policy initiatives.  Hawkins is a frequent speaker for the Institute for Local Government, the California  Special District Association, and the Association of California Water Agencies.  Additionally, he has held leadership roles as President of the West Valley Water District  and Founder of the IE Works Nonprofit.
